Gaga has much more variety in her videos and a clear evolution. Katy kind of treads water and offers no real drastic change in aesthetic. Impact of Gaga’s videos far surpass that of Katy’s. Gaga should’ve won before Rihanna did, But like someone else said, people care less about the VMAs than the Bachelor nowadays, so who really cares who wins what at that show. The impact that Gaga made on music videos when she entered the scene my god. And that’s me trying to be as objective as i can. BR, PF, paparazzi, Alejandro, telephone (!), born this way, Mtn, you and i, Judas, guy i can go on. The girls weren’t doing like that before Gaga came around. Not to say Katy doesn’t deserve the award, she does but definitely not more deserving than ga. I’ve seen a lot of people trying to emulate Gaga’s videos. Gaga has always had artistic videos (until ARTPOP at least). Bad Romance and MTN deserves Vanguard and each are better than every katy video combined.
