What? Vanguard is not just about visuals, it's about how an artist had an impact on the music industry and the world in general. Gaga formed the pop music we just didn't have pre-2008 and then her philanthropic endeavors with BTWF and now research for SARS-CoV-2. She also gave countless LGBTQ members a voice ( not saying she was the first or only one, but without a doubt one of the most prominent ones). Did Katy do anything similar? Genuinely asking, bc I didn't hear from such things :shrug: .

Gaga has an unique parcours and her music is often risky.

Katy is... just good looking.

Katy's MVs are cute, but she's very surface level, and she tends to just ruin hers with a heavy hand and corny Adam Sandler-esque humour. Her obvious facial prosthetics in The One that Got Away also cheapened the whole thing, it gave the video the same atmosphere as a sketch comedy show. It would've been way better to have a real older woman playing "older Katy." Not to mention the huge waste of Stevie Nicks of doing the voice over (what was even the point?) At her worst, and sometimes even at her best, I get this odd feeling - it's the same feeling I get when I watch some weird 80s movies. I think it's because her imagery is too colorful and artificial that it gives everything a sickly, almost nightmare-ish feel. It's like eating something too sweet. (A recent example of this is her Small Talk video). 

Whereas Gaga has some clunkers, but even her worst videos are interesting, or trying to say something. There's also usually a level of grittiness or edge to them to keep them from getting that weird feeling I described above. Gaga also just goes harder with her themes and symbolism, which some might find pretentious, but it at least keeps me thinking about them years later.
