Only those shopping only for necessities, medical needs/caring for vulnerable people, and only travel to work when absolutely necessary can leave their home. From the way I saw all the army getting ready, I was thinking the army was gonna be patrolling the streets I think if u wanna flatten the curve it makes sense to have to wait until u have a certain number of cases tho The whole point and idea of flattening the curve is to let the virus spreads slowly so that it doesn't overwhelm the healthcare system all at once which in turn also leads to higher death rates But if u shut down immediately as soon as u get the first cases it's gonna spread so slowly that ur not really flattening the curve, ur delaying it's start in the first place and either u have to be on lockdown for over a year until a vaccine comes out or when u finally reduce restrictions u get a spike There is strategy involved in the timing of the stages of lockdowns when it comes to flattening the curve.
