In the same way on what happened to Britney Spears' Criminal (#55), Gaga's Marry The Night (#29), and Rihanna's Man Down (#59). It seems nothing but normal, given that 22 is now the fourth single from Red. Even Adele's 4th single from the best-selling 21, Rumours Has It (#16), did not peak within the top 10 of the HOT 100 chart. Among the female contemporary artists out there, the only exception to this would be Katy Perry. But I've a feeling that she'd eventually end up being a part of this once her new album comes this year.
