Songs don't need a head start in sales domestically, especially third and fourth singles. The video should have been used to make the sales have a momentary pop when the song is peaking on the radio. The point is to maximize billboard chart position by allowing the airplay and sales peak to occur simultaneously. The point of a video (and a remix album) is to create a short-term sales bubble to push the sales peak slightly higher when the song needs it most. His team seems to know what they're doing. When you have a fanbase as rabid and young as the Beliebers, you can't keep them constantly waiting on new videos.
