Obviously, Katy has been married before, so what else would make sense? Apparently her first dress wasn't white, though, so it could mean that. But generally, the reference of "not being able to wear white" means that the bride-to-be isn't a virgin, therefore, can't wear the symbolic colour of innocence and purity. This is why second time brides tend to wear a different colour, seeing it as a great opportunity to wear something a bit different from the standard bridal wear. It's even suggested as a moral code in some societies that the accepted wisdom is not to wear white for your second wedding. Plenty of brides don't bother with that outdated idea, though.
