She must be traumatized af from cancelling a whole European leg of Joanne Tout the last time. That is no fun to do. So she might just trying to do it step by step and see how she is doing. Also, I can afford going to all these NA dates, so I ain't mad there is no Calif. dates right now. There are plenty Western artists, European and American, who are postponing their Asia leg of their World Tour. Like, the whole continent, not just the East Asia countries. The latest ones being Slipknot, a huge metal band, and touring force, announcing just few hours ago. So this is just how serious the situation are taken by touring musicians. However, Gaga has toured before during major outbreaks. TMB 2.0 with the Swine Flu outbreak. BTWB with the MERS outbreak. Artrave with the Ebola outbreak. Poor Japan, they had one of the very very limited live promotions for Joanne outside of the US and they didn’t even get a tour date, Did they ever complain? I hope you are right. It does make sense that she wouldn't start off with so many dates. She can't get too carried away in case a situation arises where she has to cancel again.
