You know, things musicians do. Those things you mentioned are mainly for fans, which she will do eventually, but she wants to promote it outside the fanbase. She did those things in the Joanne era and looked how (commercially) it did. Perfect Illusion underperformed. She needs to do more than that, and she did. Spotify banners and playlists, also Apple Music banners and playlists. That's cool you don't care about these tactics, but they are actual promo that will grab attention.
