I'll never vote for a leader who does this .. nor will the vast majority of adults in any country ...

Leaders are there to 'benefit' the people and level the playing field for everyone ...

This issue is getting clouded here....

The goal is to make higher education affordable and help a part of society that has a huge debt because of the cost ...

I can't see the above method as a viable reasonable solution...

Capital gains,  this is a part of the economy that is clearly weighted  in rich (educated) people favor .. 

balance the tax system so that employee's aren't stuck with such a huge percentage of their income and use the tax revenue more efficiently to help lower education costs ...
