This is a simple application of the bias-variance tradeoff in mathematical statistics. Basically they cherry-picked the weights of each metric to produce the list they wanted. If she had a massive middle-part-of-the-decade she would be top 3, at least. So they’re penalising her for that, which is not surprising because it is Billboard.
