People have been using watermarked stock images for memes for years now. People only buy non-watermarked images if they will use it for commercial purposes. The actual photographer might be happy having a massive celebrity use their pics even if they didn't pay but it further enforces the idea that everyone is allowed to do it because celebs do it too.
