In past Impeachment proceedings a special council has conducted an investigation and then turned it over to the Senate for an Impeachment Inquiry. Right now the Senate is doing the DOJ's job of an investigation because Barr's DOJ has REFUSED to investigate the matter after a criminal referral had been made. Actually multiple criminal referrals from the top lawyer at CIA and from the office of the director of National Intelligence. 3. A vote would only give the minority party the Senate (Republicans) more power. They can call their own witnesses and so on. So stop parroting stupid Republican talking points. The way they’re describing it, to my knowledge, is that they withheld aid money to the country as they believed Ukraine was responsible for interfering with elections, and that the administration would not provide monetary support to corrupt governments.
