An album is an album The soundtrack category is seen as a genre for an album, so they see it should compete with other soundtracks. They're much stricted to when it's material mainly featured in the film. In cases of Black Panther, Kendrick Lamar did an album of music inspired by the movie that wasn't mainly featured in it (except for 2 songs), so the grammys don't consider it a soundtrack and moved it to the rap category. The same will happen to Beyoncé's The Gift that includes tons of song not featured in the movie, only Spirit - it will contend in the Pop Album category as it isn't a proper soundtrack for the film.
