Does it mean that a NATO country must have 2% of its GDP come from military industries? Or does it mean that the government must spend a certain sum on military, a sum worth 2% GDP? I'm not sure and I'm too tired to look it up so someone please correct me if I'm wrong, but I'm guessing the 2% of GDP is the "fee" they have to pay to be part of NATO.
