I think he meant that there's literally a rat infestation in that district because of the poverty. I don't see how poverty is racist.

Trump doesn’t give a **** about poor people. He is just using poor black people as tokens to spread racist rhetoric and attack a Congressman. A man who is a face of the Civil Rights movement. 

Go to places like West Virginia where it’s flooded with poor white people. He won’t attack those areas because the representatives there are mostly Republicans. And because they voted for him.

Generally speaking, it’s honestly disgusting, but not surprising, how his sheep-base will defend him to the grave even if he murders a child, they will cite unsourced statistics and ****, while orange fascist continues to abuse power and **** on the most vulnerable. Cummings has been the member of his electorate for 36 years meanwhile  13 schools in his district have ZERO kids proficient in mathematics and 90% of kids cannot read or write at grade level? Yet he has the audacity to blame his division’s problems on Trump - who has been President for about 2.5 years? The man is a monarch who has gotten rich while his community has gotten poorer and poorer. He is a failure and he is deflecting his failures.

There are close to three hundred public schools in his district. Many are the top performing schools in the nation. Every district is going to have a wide variety of educational outcomes. 

Using data from the “Biggest US Cities” website, Nate Silver of fivethirtyeight.com took to Twitter to point out that Cummings’s district has “above-average college education rates and home prices, along with a good mix of urban and suburban areas (even some rural), and well-off, working-class and middle-class areas.”

Silver also pointed out the district is the second-wealthiest majority-black district in the country, with a $58,000 median income. Cummings’ district is also the second-most-well-educated majority-black district because 37% of the residents have a bachelor’s degree or higher, Silver added.

Hardly a failure.

Secondly, big cities in the US rise and fall in population, often times depending on industrial trends, such as the loss of Bethlehem Steel due to steel industry changes back in the seventies and early eighties. 

Those statistics are from gang activity. Unless you are a gang member or are a close associate of a gang member, the chance of being murdered is highly unlikely. I live in the city and went to school in another city that have traded for that number one murder spot over the years. Outside of a policeman, I've never seen anyone with a gun or known anyone to be a victim of gun violence. I live in a racially mixed, extremely safe area of my city.
