He means the hikes would be gradual until 2025 not one year the minimum is under $8 and next year $15 It should also be noted many states already have minimum wage set quite a bit above the federal level already anyway. The amount of wealth that exists in the top 1% is a lot more than the money that actually exists Income should still be more equal.
