Still not's not what the bylaws state for the academy, but each branch my have their own bylaws as well so their bylaws may state differently but I have not read the bylaws for the specific branches. "Each branch or other designated committee shall be permitted to formulate its own special rules, provided the final ballot presents not more than five achievements in each category, and that nominations and final voting in each category are restricted to active and life Academy members. All rules shall be presented for approval to the Board of Governors before implementation." https://www.oscars.org/sites/oscars/files/92aa_rules.pdf For example the nomination process for directing states this: "A Reminder List of all eligible motion pictures shall be made available along with a nominations ballot to all members of the Directors Branch, who shall vote in the order of their preference for not more than five productions." So based on this statement George Clooney as a member of the actors branch should not be nominating in the Directors branch as he is not a member of it. However, if their bylaws state differently or they have those rules than sure he can nominate. I have not read the specific bylaws for the separate branches. I'm not basing any of my replies unfounded. I'm reading the bylaws and rules that the academy have published. Can Gaga nominate in both branches then good for her. But then AMPAS are not transparent about specific instances of members being nominated in other branches and how that works for the nomination process. Again, the AMPAS are not known for their transparency which is why they also amended the bylaws in regard to membership and who is eligible to vote. I might be wrong in all I'm writing but I am still reading the AMPAS bylaws and what they state. But again I have not read the bylaws for each specific branch and know their specific rules.
