Plus I feel like releasing standalone singles that will be a part of an album or some kind of playlist or mixtape is only a tactic to get a #1 in the first week

right, the strategy certainly wouldn't work for everyone and i hope gagz doesn't do it either. it doesn't work well for artists that tend towards arching themes and concept albums.

but for artists like Katy, who has always been more about singles than albums, i think it'd make sense for her to pursue a song-focused strategy rather than pushing albums

This strategy suits her. No need for her label to invest in a body of work that has the potential of being a commercial failure, if they have the opportunity of sticking with stand-alone singles that may bring a bigger profit. It's a industry at the end of the day.

I kinda feel like she’s doing this because Capitol is trying to figure out what sound is gonna get her a string of profitable hits again, and they’ve probably said until that happens they don’t want her to make an album. Although imo that makes no sense unless she’s gonna be able to magically make an album in a few weeks or months before the sounds and hype dies which is not likely.

Originally tours were to promote a record to up the sales, hence why tours for more successful albums pre-2010s were typically long tours. Gaga used to follow this formula too hence why The Monster Ball was so long because TF(M) were both massively successful. But after then tours are now more to make money yes, but in the streaming era people don’t really go to concerts to hear their favourite non-singles anymore, non-fans go to hear the classic hits and the current streaming hits. So tours are now more to facilitate longevity, hence why artists like Madonna and even Beyoncé who sell out tours easily manage to do so but don’t get charting hits anymore- their legacy’s of being performers (although I’d say for Madonna it’s less her performance and more about the spectacle and visuals) keep them being able to tour which is now their only major source of income.

This is probably why Katy *does* want to release an album, but is playing the game her record label has set her to. It's pretty clear that they won't back a full album at this moment, and are looking for some reassurances before releasing a complete body of work again - hence the 'we'll see'. 

 

Its no secret major label artists get burned out on touring, they get burned out on the traditional album cycle format. These days they don't have to adhere to it. So for instance, she already stated she wanted to take a year off right? This way she can release a single or two, presumably keep her name out there for relevance, but is not committed to releasing a full body of work and start a whole beast of a promotional cycle that keeps her away from friends and family for months at a time. One single is not as profitable as her going on a tour, so I don't think its the label pushing for this.

So those benefits aside though, I agree that all this really is is a strategy to see what sticks. If Never Really Over or whatever its called were to have hit hard, best believe she'd be planning an album right now. But it didn't. So they're just pussyfooting around till something does. And in the meantime what does she get to do? Relax with her bf and make music when she needs to. Not too shabby.
