It didn't come out in ALL markets until late 2008 so it made the cutoff to be part of the 2008-2009 music year, thereby being nominated in 2010. 

Just like ASIB being released in late 2018 for the 2018-2019 music year, thereby being nominated (winning)  in 2020.

The album is still number 2 on the iTunes Charts here in the states.  It should win album of the year.

As I already said here, if Joanne (WDYTYG) (PV) could be nominated AND win, there's no reason why ASIB could not achieve the same feat, that is to be nominated for AOTY and win it.
