how did that #9 - OUT jump happen? Do they have recurrent rules?

No, any song can enter the charts at anytime. Like Just Dance can even re-enter. 

I think its the fact that this chart is only sales. there are other charts like streaming and radio, however this is the main chart since its been here the longest.

The battle for #1 on this week’s chart between Columbia phenom Lil Nas X and Third Man’s Jack White-fronted The Raconteurs is still too close to call.

Nas, who has simply ruled the range for months with his indefatigable earworm “Old Town Road” (and could probably have had a #1 album for many weeks in a row based on the equivalent streams of that one song), now has an EP in the system and a new song, “Panini” on the upper reaches of the streaming charts. "Rodeo" f/Cardi B, meanwhile, is also making strides.

The Raconteurs, meanwhile, rocked the biz with a last-minute, old-school ticket bundle that positioned them as challengers to what most assumed would be a Nas #1.

How will this thing shake out? We’ll know soon enough.
