I appreciate having an international community with people like you. Otherwise, my friends and I would complain about this town naming here in Canada, not knowing that leaders are more limited than they like to believe.

Interesting law too!

The ideas is that usually a person gives something and gets the naming in return and it shouldn't happen, it can lead to corruption, like tomorrow a mayor gets 10M$ and in exchange they name a street after that person's name.. it's may sound weird but people may do a lot to have a street named after them.

It does make sense now that you put it that way!

My interpretation (possibly based on my culture) is that it's insulting and bad luck to name an object (statue, street, etc) after a living person because you consider the person deserving to be dead or will die soon. 

I fell down the stairs once as an actor.

Yes, there is also this reason but it's more cultural and a superstitious in some sense, like in my family you don't name a kid after a living family member for that reason, only as a honor to a dead family member.
