Otherwise, my friends and I would complain about this town naming here in Canada, not knowing that leaders are more limited than they like to believe. Interesting law too! The ideas is that usually a person gives something and gets the naming in return and it shouldn't happen, it can lead to corruption, like tomorrow a mayor gets 10M$ and in exchange they name a street after that person's name.. it's may sound weird but people may do a lot to have a street named after them. My interpretation (possibly based on my culture) is that it's insulting and bad luck to name an object (statue, street, etc) after a living person because you consider the person deserving to be dead or will die soon. Yes, there is also this reason but it's more cultural and a superstitious in some sense, like in my family you don't name a kid after a living family member for that reason, only as a honor to a dead family member.
