Because Israels space program doesn't necessarily have the funding, research, team etc... like Europe or the US has (where they are successfully landing Rovers on Mars etc...) NASA was given pretty much unlimited resources & we had ALL the top scientists. Israel isn't even equipped with half of what America had in the 1970's.
