For decades, US policy toward Latin America has been to support wealthy elites who run oligarchies and dictatorships friendly to US business interests in the region. This has created very lopsided economies that leave the majority of the people in these countries poor, while the elites become richer. This has created the migration problem that we see today. Because a lot of that money isn't going to these communities. Either way, aid should be given but it should also be invested in these countries.
