(they got exposed and issued an apology and fired the staff member who was responsible, but still it's absolutely ridiculous for an institution that is supposed to remain neutral) I think pre-orders are tricky in Korea because you can pre-order an album, but you're not obliged to pay and actually pick it up. You can't really trust GAON either because those are the one shipped to the store.
