I think they're implying that other venues are just letting her perform anyway because their buildings can handle it and there is "only" a one in a thousand chance of a problem. I mean, the officials here equally acknowledge that their venue could handle it in theory but it just wasn't a good idea to continue in practice.

The venue in Slovakia that cancelled her show last month probably made the same decision.

Of course Nicki is claiming that in both instances she was told too late (which is possible) so we'll probably never get to the bottom of this.
