She had been NONSTOP and probably needed at least 6 months more of a break before releasing anything new. ARTPOP was not a flop. It underperformed due to astronomical sales predictions. The SXSW performance is what really sold me on her describing the era on twitter as, "when pop sucks the tits of art" and the whole "**** you pop music, this is ARTPOP!" Thing is Gaga was the most popular artist in the world shortly before that so there's a certain commercial expectation ARTPOP was a major decline from her past albums and did not come close to meeting expectations so I'd say yes it was a flop Flop is a relative word. Of course if an underground artist who no one ever heard of suddenly has a single go top 20 that's a lot of success for him/her.
