I think in Canada’s case there is still an overwhelming bias towards two of the big three. 

There generally is only 2 your right. Provinces also have the same 3 party structure and the NDP rarely win. But on occasion they do

 

The NDP are in power in Alberta now which is ironic because before their recent win, the conservatives rules Alberta for 40 years straight uninterrupted!

 

But generally speaking it's usually between either the Conservatives or the Liberals

 

But the NDP are still pretty relevant tho. They hold enough seats to Influence politics heavily and often the Liberals for example may make something slightly more left leaning than they intended if they can't pass legislation so that they can win enough NDP votes from the seats to pass something in the house of commons

 

The NDP also are relevant enough that when they have a bad platform the government in power can win by Majority but when the NDP pull more votes than usual it's almost always a minority government which changes a lot of things

 

So the NDP are still an important 3rd party despite only winning once in a while

 

So it's not the same situation as USA 2 party system. When ppl are not happy with either Liberals or Conservatives they can flock to NDP... And even if NDP don't win, if they win enough seats it limits the power of the other 2 parties that people aren't happy with

 

In addition to being in power in Alberta, here in Ontario they are the official opposition to the conservatives because this last election they won more seats than the Liberals by quite a wide margin actually

 

And at the federal Level the NDP are 3rd but not that far behind the opposition so they have relevance there too right now
