I don't think Gaga would have had trouble if she wanted to do Vegas earlier. She just didn't want to. She wanted to tour the world back then, live the @GypsyLife. This just seemed like the right time for her to do it so she's doing it. I know that Adele was once offered a residency and she refused. It's likely Gaga was too at some point before.
