I believe they did that cause Y&I is more of a mature sonf from Gaga that was written by herself and was really acclaimed at the time. However over the years it became less remembered than Born This Way (it should have been submitted and could have been nominated in SOTY) and even The Edge of Glory. It felt fair at the time, but doesn't seem too fit now. Judas case is interesting, though. It was originally submitted in Best Dance Recording (so the label could reap as many nominations as possible). However the Grammys changed the rules for the Dance categories and excluded popstars from contending there so there could be more space to DJs and less known EDM artists. Then Judas was moved to the pop categorie and created this weird scenario where less successful singles were the submissions and the most famous and iconic ones weren't cited. But in any case, that ceremony was a sad night for Little Monsters and I believe the first time Gaga wasn't the headline of a big thing. If these two songs were submitted they would obviously garner nominations lol. That year, she was too powerful. I heard a rumor once that Troy Carter purposefully submitted Y&I and Judas over TEOG and BTW as some way of getting back at Lady Gaga. For what exactly? That was something I agree that she should've sent TEOG, but Judas did have a great production, but people always think they pick the most successful songs, which sometimes isn't the case. For example, "The Joke" was nominated for 2 of the MAJOR categories this year and many people don't know a lot about it. Even Joanne was nominated for Best Pop Vocal Song and it wasn't huge.
