No, it's not that simple. This is weird.

Why would Trump risk upsetting his base by banning bump stocks when their support is the only thing holding his presidency aloft? Why would the NRA spend more on Trump than they spent on any other candidate in the organizations history, to the point of bankrupting the entire organization, even though Trump's stance on gun control has always been far from the NRA's ideal? Then there is the Russia factor - the spouse of a Russian spy alleging to have set up a back channel of communication using the NRA as a conduit for Trump and Russia.

Most likely he did this with the a-okay from the NRA.

The NRA is publicly condemning this decision, and gun rights groups are already drawing up lawsuits to fight it. Even if privately the NRA approved of this, Trump's supporters sure don't. Check social media, his supporters are upset.

So again, why risk upsetting his base when his Presidency is at a pivotal and fragile moment? It's odd.

Interesting. Well, it's not like he's ramping up for a logical 2 years, he can't even get the easy stuff right.

Only semi believable conspiracy I can come up with is that this might boost gun sales in the way school shootings do because of fear that all the guns are gonna be taken away, which the NRA surely wouldn’t mind. But even that is a less believable than Republicans realizing that it’s time to evolve their stance on full on gun support.
