His program wasn't socialist at all, it was more a center-right with quite a few social policies. In an ideal world he would have done both part of his program at the same time but it didn't happen. He made the choice to start with the more right and liberal policies (except for taxe d'habitation and primary school). Now let's wait to see if the second part of his presidency will be focused on his social program. Let's also remember that France has been in debt and was above the EU threshold for yeaaaaars!
