Tbh I think there were a lot of potential headliners, not necessarily pop acts but also from other genres independent of if they had an album out or not. I think that Gaga having an album out helped her to land in a pool of several potential headliners but NFL still wanted to listen to the album before they came to a decision which act they might pick. Rihanna had hits off of Anti and she definitely has enough old hits to justify being a choice. I didn't even list groups or country artists who were an option. There were choices other than Gaga.
