It is a complete conceptual and musical body of work that can stand on its own two feet." Though it is a singular body of work, it is still an EP. Meaning Extended Play (EP) of The Fame, which is the reason it was called The Fame Monster. If it was a completely separate album i'm sure she would have called it something else. It was released individually and as part of TF, therefore would've incurred the same costs as an album release anyway.
