People say it flopped, but to me, it did better than You and I, which only sold and peaked higher in the US, but You and I only charted in the Top 10 in about 10 countries. 

People usually look at the US peak at #10, which is very good, since it debuted at #10. People need to understand that the US isn't the main "chart" in the world. Radio stations just didn't want to play the song because of the controversy it has gotten, but it still managed to get these peaks.

anything platinum certified is not a flop imo but 1 time plat is an underperformance therefore judas is not a flop

For her, at the time it was considered an underperformance. But it's literally multiplatinum in the US, most female pop singers would kill for that success.

Even though I prefer Judas over TEOG, I absolutely agree. Idk what her label was thinking releasing Judas during Holy Week, I mean it did pretty good for the backlash it got, but I think if it was the third single, away from April, it would've been like LoveGame's, Alejandro's, Paparazzi's or Telephone's success.

Yes, it was her first major bomb, at least in the United States. It was an underperfomance in Europe, hardly a moderate hit.

Many people found it demonic or conceptual/artistic for mainstream radio. And actually how many people can enjoy a song with a concept about Judas? After all I think it went very well on charts.

This is only the US though.. It did very well in South Korea and Spain and many other countries aswell

In South Korea, Bad Romance peaked below 25, spending less than 2 months on the chart, did it flop there too ? (sorry for the attitude lol) The remix did better than the actual song in South Korea.
