By moving on to the next album they're just saying "that's not good enough so release something new" when to people in the US, One Thing is new because all anyone knows is What Makes You Beautiful. For example, when Adele started to get really big in the states with Rolling in the Deep she could have sang that at the VMAs and probably boosted the sales of that, but she sang Someone Like You instead and it was like #1 on iTunes the next day!! I just really think if they sang One Thing, by itself, not even a medley of the two, it would blow up... They're going to have so little time to get out there and promote unless they get out there and start now. As always their schedule is packed. I imagine as far as the label is concerned they've had 1 super successful single and a really successful album that probably defied all their expectations with its longevity. To them, it would make perfect sense to move on to a new album as a way to consolidate their success by hopefully repeating the formula rather than trying to flog an album that's nearly a year old overall. Let's be real, the label aren't in it for the long haul with 1D. They're going to take what they can as fast as they can and they're smart to do so.
