Neither of them were doing what Kyary was doing aesthetically, musically, culturally when she first took the world by storm. Like yes, even at the beginning of her career as a model and artist, she was a fully formed package that knew what she wanted aesthetically and it's not something that's easily copied What part of PonPonPon makes you think Gaga? Gaga has never had "kawaii" elements to her fashion, and while Katy kind of has, she hasn't had horror, gore, eccentric and absurdist nonsensical elements on top of it All eccentricities are not equal, and while "kawaii" might mean cute, its a bit more nuanced and also totally capable of variation. Since her Best of 2 years ago she's released Easta... Crazy Crazy/Harajuku Iyahoi (split single with Nakata and Charli XCX, but its more of Charli's song feat KPP lol), and now Kimi no Mikata were both digital single, but the split single is honestly more of a Nakata project. Watch the videos for this "era" though, they are not that toned down compared to previous eras. So, she's released very sporadically since 2015, shes not working full time on music anymore, which is fine. (Also, Japanese mainstream pop artists rarely deviate from the multiple singles - album route, I can't think of a single artist I listen to that has ever like dropped a "lead single" for an upcoming album unless its being released suddenly with little promotion and is a passion project. Outside of pop though, its possible. There are a lot of tie-ins though, with all the media Japan creates.
