I think there are new rules about it. If you want to send a song before the deadline you will have to release the LP/EP before de deadline too.

So, if they release shalllow before September 30th it will be available to Grammys 2020, since the soundtrack will be released during October.

the truth is that they are releasing The Shallow before the Grammys deadline so it can be nominated for 2019 

and then they will nominate I will never lover again for 2020

...so they won't split the votes

Where a track from a visual media work is released in the current eligibility year, while the soundtrack album is not being released until the following eligibility year, the track will be eligible for GRAMMY consideration in the later year so long as it was not submitted in any category in the current year.

Not gonna lie, I will be a bit sad if they ignore I'll Never Love Again this promotion cycle.

I'm not sold on Shallow yet.
