There are steps to stop him from calling for these strikes, certain wide hoops he needs to jump through, and congress is the only branch that has the power to actually declare war, but the real scary thing is that there currently isn't anything in place to stop a sitting president from ordering nuclear strikes. That's what I'm worried about, especially with this idiot in charge. Thankfully, I'm sure the retaliation against him specifically in that case would bring a swift end to his madness.
