I'm fairly sure that Celine was doing pretty well with A New Day Has Come at the time in the States when she started the A New Day shows. She had a hit album when she started the first Vegas show. And Celine was definitely still riding on the success of the 1990s to push her into the Vegas residency.

Her albums were and still are selling pretty well, but the majority of her fans, those buying her albums, were/are 30-40+ years old and that's the averege age of the people going to Vegas, she had an ensured public before even starting the residency, so it wasn't much of a risk for her. She had no successful singles in the 00s(in the USA), judging by the fact that she had only 5 songs to chart on the Hot 100 in all that decade. 

Britney's fans are mostly under 30 and people of that age used not to go to Vegas, Vegas was seen as place for old people(aka where their parents went) and in 2013 she wasstill having Hot 100 hits and was relevant, Britney took an actual risk by going to Vegas, she could've went on tour with BJ and promoted her music, but instead started a residency and it turned out to be successful. Britney made Vegas a relevant destination for young adults and people in their 20s and after that people with the same fan demographic followed, aka Gaga, JLo, Bruno Mars and etc. 

Celine is successful, but Britney had a bigger impact on Vegas' landscape in shorter period of time.
