It's alleged he pushed her head down to his crutch making a pass at her. Seems like she declined and he made no further efforts (otherwise she would be saying she was forced into oral sex). For whatever reason she was in the vehicle with him, for whatever context, it's not okay to push another person's head to your genital. We do not know for sure whether the allegation is true or not. But it seems like you are implying that if the allegation is true, it's not a big deal, it's not sexual assault, it's a "mild transgression". The law in many states would disagree with you, if the age of the other person was 35 (like it was with Franco). It would be considered statutory rape in those states.
