Gaga's intentions were not to mimic a black person's skin tone whatsoever. In the photo you linked she recently was photographed for "V Magazine". It is supposed to be satire and a ploy on the dynamics of a popstar—or what consumers believe a popstar is supposed to appear like: blonde hair, voluptuous eyelashes, a nice tan, etc., it is supposed to be an artistic statement about conforming to society. Brown face probably wasn't the best way to go, but they had a quota to fill. And if you live in the desert, even as a Lily White person, your skin will turn dark. I wish people would understand that acting is acting. Trust me, as a performer who weighs in at 250 lbs and looks more like a beast, less like a prince, and sounds like Tinkerbell sprinkled my mouth with Pixie Dust at birth, struggle in this industry is not exclusive to skin color. Also, since we're on the subject of race, why is Will Smith playing the genie? Surely they could have found a Middle Eastern actor/comedian to play the role. Granted, they could have just looked for people in those specialized roles that are also, I don't know, Brown, but it's not as awful as I thought it was going to be. THAT SAID, so many of y'all are in here like "oh the SJW's are at it again", "they just want something to complain about"... remember... racism is still a very big issue in the world.
