Well you are not wrong but it is not uncommon for albums to have the best songs as deluxe tracks. Albums like Born This Way, Glory and Rebel Heart are 17-19 songs long, so a shorter edition makes sense. But albums like Joanne and Dangerous Women are 14-15 songs long with the deluxe.
