I wouldn't call it full blown country. It's definitely not. But if we're going to talk about what the poll asked, she definitely has the best sense of inspiration in some ways.

Making me choose between Rainbow and Joanne is legit the most difficult choice ever :air: i love both albums to death...

Of course, Joanne will win.

Younger Now may be the most country and Rainbow is the most acclaimed, but imo though, I think Joanne has stronger songs melodically. YN and Rainbow doesn't have the grandiose melodies of Diamond Heart, Million Reasons, Sinner's Prayer, Joanne and others. Praying can come close maybe.

I actually consider Joanne as the least country in this bunch because it is more rock-oriented. No straightforward country songs like Hunt You Down or Inspired. Sinner's Prayer has a bit of R&B and pop influence.

While I love Joanne, Rainbow is in my list of top 10 albums ever and it's just amazing. I absolutely love Younger Now and it was an ingenious way to follow up Bangerz and Dead Petz.

For me, I’d say Joanne is the most consistent (in terms of quality) of the three listed. However, I would call Joanne an Americana album, not a country album. So, I’ll go with Rainbow since the criteria given is best country album.
