I doubt the North Koreans really want a war between them and the US. If war were declared, it'd probably go nuclear really quickly, and they both have a mutually assured destruction thing going on. Saying they're confused is just them trying to save face while they try to deter war.

Did you read the article associated? It goes even deeper into ridiculous territory lol I think they genuinely have no idea what Trump is doing just like all of us. Say what you want about them, but the Kims are all classically trained diplomats. They rule with an iron fist, but decorum and formality matter, and used to matter to the US administrations. I think Trump's approach which is most certainly not that legitimately confuses them.
