Does this happen all the time?  Do those seats usually get sold in those few hours?  Otherwise, the consequences are that Gaga looks like she is unable to sell out a show.

Those tickets are not counted as the ones put out for general sale. Whether they're sold or not, given away as complimentary - they are not counted against the sellout. Whatever they generate, it will be added to the total. The show is sold out when the designated number of tickets is sold to cover the expenses, guarantee and generate predetermined profit ahead of time. Everything else is just icing on the cake.
