Whispering 18,865
The 32 million that CBO is citing are just the people with pre-existing conditions, or those who rely on Medicaid expansion plans. That "32 million" does not even begin to scratch the surface of 100+ million Americans whose employer-provided insurance plans would not be lost, but would still massively regress in quality because of the loss of ACA-required essential coverage benefits as well as the re-introduction of annual/lifetime spending caps. This is one of the things that is not often talked about with regards to ACA. Those annual and lifetime spending caps were a blight on the country. Before ACA, according to data from 2007, 62% of all individual bankruptcies were due to medical costs, and 75% of those bankruptcies happened to people who had insurance when they got sick. Those people with insurance went bankrupt regardless because they quickly hit spending limits and got kicked off their plans. ACA almost completely eliminated these types of bankruptcies, such that the total individual bankruptcies were reduced by half by 2014.
