Because you have to feel a certain degree of disenfranchisement for you to be able to be influenced to go fight for a terror group. IS use persecution of Islam in the west as a giant persuasive tool. Lets say fox kisses Trump's ass as usual and says that suddenly all is good and stops needlessly covering terror 24/7... this is bound to have somewhat of a lessening effect of this. The fact that a ban is place will keep them feeling persecuted. In fact, they'll likely feel more persecuted.
