It remains to be seen. Her tour promoter, AEG, is not a publicly traded company. They're not required to disclose how they calculate and what they're including in the boxoffice receipts. However, like any company, they will not operate at a loss. The stage is expensive; moving that stage from date to date will cost a lot, because it's not a simple load in and load out; Katy's guarantee was negotiated based on her past performance, so it's substantial; her label will have a big cut of the gross because they haven't made anywhere near what they've expected from the album/singles sales.  Add it all up, and it will take a lot of gate receipts to just break even. So, it's quite possible that the merchandise, concessions and even parking receipts will be included in the total reported. That being said, it still requires people to come to the show, and they're struggling with that aspect. 

So, as I said above, it remains to be seen. For now, let them comfort themselves with those projections.
