Its not just gaga. If streaming existed and impacted charts since the 1980s the concept of pop girls would have never existed. Men were always ahead of women in the music industry its just that streaming now takes into account everyone consuming the music nowadays.

Gaga's popularity will continue to decline if she isnt willing to give her fans what THEY want  at some point she will have to accept that. I dont believe she herself wants to do Joanne type of music or else why would she stop after 2 single.

She gave her fans what they wanted, twice. It didn't gain her a much needed (by some fans at least) commercial success. 

She just needs to do whatever she wants to do. 

And by saying she didn't want to do Joanne, you clearly are confused about Lady Gaga.

Because MR was a 6 month single era and she/her team realized nothing else on the album would make an impact?

TC was the right move. It just didn't make quite the impact they thought/hoped.
