The song is portraying a character type which Gaga can perhaps identify within herself or the people she hangs around with. and in that line in particular "just ask your gay friends their advice before you get a spray tan on holiday in Taipei" she's talking from the perspective of a wealthy glamorous woman and the stereotypes that come with that, being in the fashion industry. Make sure you ask your gay friend for advice! Don't puke even though you only had a salad! Keep your Black Card with your tiara! All of those statements are stereotypes to wealthy women within the fashion industry, such as Donatella Versace or even Gaga herself.
